  • The council heard from a couple residents during Open Communications who were concerned with unwanted newspapers, vehicles and “stuff” parked on lawns, and the treatment of some residents at a mobile home park.
  • The Fire Chief gave an update/report on some issues regarding paramedic fees and an effort to review fire department consolidation with South Ogden City and possibly Washington Terrace City.
  • The council approved a resolution amending the consolidated fee schedule to meet new state requirements and also update supplemental public safety fees and some zoning fees to account for inflation and remain consistent with the state in general.

  • The council held a public hearing concerning, and eventually approved accepting the nonreciprocal interfund activity transfer of resources…(the accounting process for which one city fund pays another city fund for the city’s water usage)
  • The council approved a final site plan and plat for Greenhill at Riverdale Apartments (former Valley West Apts. on 300 W)
  • The council approved a rezone request for the land surrounding Classic Water Slides from A-1 (agricultural) to CP-3 (regional planned commercial).  CP-3 zones require that any use in the zone is conditional, and must be approved by the city.

  • The council held a public hearing concerning, and eventually approved, a land exchange with the developers of the new Coleman Farms subdivision for the purpose of Ritter Drive improvements.
  • The council approved a rezone for the former Valley West Apartments property.
  • The council approved a rezone of vacant City/RDA property within the 550 West RDA area.
  • The council approved the final site plan for the Coleman Farms Subdivision located on Ritter Drive.
  • The council approved a change order for the 2016 street projects for $3754.00.

Strategic Planning Meeting (Council and Planning Commission) 8-29-17

Agenda, Minutes, Recording: Part-A, Part-B

  • The council, staff and planning commission discussed ongoing development efforts in and around the 550 W RDA area (surrounding “Best Burger” area).
  • The group discussed a potential public/private development involving the open space land south of the civic center and east of the river.  There is interest from a youth soccer organization to create a multi-field facility.
  • The city administrator discussed some state law changes that would require the city to adjust some ordinances to comply with the new laws.
  • The group had a discussion on the engineering and planning of rebuilding Ritter Drive and logistics of working with the current homeowners and land developers.

City Council 7-18-17

  • The council recognized Sgt. Peterson of the Police Dept. and building inspector Jeff Woody for their years of service to the city.
  • The city received a “Trust Accountability Program” award from the Utah Local Government Trust.
  • The council set a public hearing for 8-1-17 to receive and consider comments regarding amending the FY18 city budget.
  • The council set a public hearing for 8-1-17 regarding culinary water utilized by the city’s general operations, and how the finances are handled by inter-fund transfer.
  • After a public hearing regarding the matter, the council approved a property exchange with Riverdale Apartment Partners (former Valley West Apts.).
  • After a public hearing regarding the matter, the council denied a request from the city to declare city owned property on Ritter Dr. as surplus, allowing it to be available for a bid process.  *There was a unanimous consensus from the council to state that it was in the best interests of the city to coordinate arrangements for that property with whoever develops the Coleman property, and to allow staff to move forward with related discussions; as it would be mutually beneficial for the future of Ritter Dr. and the development of the property.
  • The council renewed an agreement with Stauffer’s Towing for non-consent vehicle towing services within the city.
  • The council renewed an inter-local agreement with South Ogden City regarding use of their animal shelter and services.
  • The council renewed a, inter-local agreement with the Utah State Second District Juvenile Court for graffiti removal services.
  • Discretionary Items included a discussion about a current residential dispute on 1150 West.

  • The council scheduled a public hearing on 7-18-17 regarding declaring public property as surplus via bid process (city owned real estate on Ritter Dr).
  • The council approved some federally mandated changes to the City Personnel Policies and Procedures Handbook regarding drug testing.
  • The council awarded a bid to Post Asphalt Paving & Construction for the 2017 Roadway Maintenance Projects in the amount of $546,386.00.
  • The council approved a second site plan amendment for the Riverdale Assisted Living Center to be located on Ritter Dr.
  • The council approved two rezone requests on Ritter Dr (the properties owned by Leon Poulsen Trust and Lynn and Lenna Wheeler) from an A-1 zone to a Low Impact Transition Overlay zone (to accommodate the assumed future assisted living facility.

City Council 6-20-17

  • The council set a public hearing for 7-5-17 to consider a property exchange with the owners of the (former) Valley West apartment complex.
  • The council approved local consent to Mod Pizza for a beer and wine liquor license.
  • The council approved changes to the consolidated fee schedule that include a new utility late fee, a false fire alarm fee, increases in garbage rates per can of $0.47 and an increase for recycle cans of $0.43.
  • Public hearing regarding salaries, then the council approved the proposed increases for salaries.
  • Public hearing regarding FY2017 budget amendments, then the council approved said amendments.
  • The council approved adopting the certified tax rate for FY2018.
  • Public hearing regarding final FY2018 city budget, then the council approved the FY2018 budget.

  • There were 2 members of the public who spoke in open communications.  Gary Boatwright Jr. expressed his concern for firework safety in his neighborhood, which has a good amount of dry brush that time of year.  The Mayor indicated that Chief Sholly would look at it.  Dave Leahy thanked the city and Mayor for the Memorial Day flag raising ceremony and speech.
  • The council approved amendments to HR policy regarding full-time vs part-time employee definitions and a Pregnancy Accommodation.
  • The council did not amend HR policy (at my request) regarding annual leave for firefighters.  Presenting staff was asked to bring back clarifying information on the item in order to move forward with a decision.
  • The council approved a renewal of an agreement with Robinson Waste Services for the solid waste collection within Riverdale City.

Strategic Planning Meeting 5-13-17

  • The council, mayor and city staff (department heads) reviewed the proposed final budget for Fiscal Year 2018.  We reviewed the situations with enterprise funds, each department in the general fund, capital projects, and RDA areas.
  • A couple items of note were a 0.47 price per garbage can increase, and the institution of a late fee for public utility billing.  Most everything else is very similar to the previous budget.

  • The council awarded a bid to Vermeer for a vacuum excavator for the public works dept for $82,750.00.

City Council 4-18-17

  • Resident Dave L. spoke in open communications about the veterans advisory committees concern with faded pictures on the memorial, and a plan to replace them, hopefully with the help of the city.  (Mr. Worthen said that could be a good possibility with building maintenance money)
  • The council approved an amendment and addition to an ordinance that will provide for a definition and penalty for excessive fire alarms.
  • The council awarded a bid for the 2017 streets crack seal projects to Post Asphalt for $98,575.00.

  • The council approved a site plan amendment for a remodel project on the Good Earth Natural Foods store.

  • During Open Communications resident Charles Kerkvliet asked about when the restrooms at the Golden Spike Park would be available, and if port-o-pottys were an option.  He also was concerned about mosquitos there.  Shawn Douglas said they typically open park restrooms April 15th.  Councilor Ellis said the county will spray for mosquito abatement upon request from a citizen.
  • The council approved a resolution acknowledging the Annual Municpal Waste Water Report as required by the state.
  • The council approved a resolution authorizing a payment to Weber Basin Water for water usage beyond agreement, in the amount of $38,232.00.   This water overage was due to our city well being out of service last year.

  • The council approved an ordinance that amends the storm water ordinance to allow small commercial remodel projects without requiring major storm water changes.  This is business friendly and allows for small changes without the extreme costs of bringing old storm water situations up to current standards.
  • The council approved an ordinance that will amend landscape requirements for residential and non-residential zones; the new changes allow for a more user friendly landscape code.
  • The council approved an ordinance allowing for a rezone request to be granted to a petitioner that wants to build a 4-plex building in the lot next to 2 other 4-plex buildings he currently owns.  This appears to fit in nicely and a vast improvement upon the sites current state.
  • The council approved a bid for the purchase of a backup power generator for the municipal center.  $29,705.00.  The public works director feels pretty good about this deal compared to the other bids.

Strategic Planning Meeting 2-25-17

  • The City Administrator went over where the city stands in relation to our 2005 Action Plan directives, and reviewed our current Benchmark and Performance Measure status.
  • The Business Administrator reviewed our current year budget status.
  • The Council and staff had discussions on future revenue concerns regarding sales tax distribution changes, property tax and franchise tax.
  • The Council and staff went through discussions with each department regarding Capital Improvement Projects, both current and upcoming.  The goal being to come to a consensus on prioritizing the projects.
  • The Council heard from Committee Chair Mike Staten regarding bike and pedestrian projects and ideas to keep the city current and moving forward as a bicycle friendly community.
  • The Council and staff discussed priorities for the upcoming budget concerning:  donations to non-profits, Ritter Drive engineering and traffic/pedestrian safety-signage/calming.
  • The Council, by a 3-2 consensus, approved moving forward with City Council Meeting live video streaming in the upcoming budget.  I am very happy about this, as I believe it provides the maximum, real-time accessibility and transparency to the residents.  
  • I’ve been a proponent of utilizing modern technology as often and as efficiently as we can in all aspects of city business and operations; and I think with today’s various discussions with the department heads, we are headed in that direction.
  • During Discretionary items Councilor Arnold expressed some concern for how some agenda items may or may not move through the ‘staff-planning commission-city council’ process in an effective manner.  There was some interesting discussion on the matter.

*The next Strategic Planning Meeting will be Saturday, May 13, 2017 to review and amend the Fiscal Year 2018 Tentative Budget.

  • During Open Communications the council heard from 2 representatives of BHS’s Senior Class.  They made a request for a donation toward their Senior Party of $500; which has been awarded in recent years.  It is in the budget for them this year.
  • The council heard a brief report from 2 representatives of the Riverdale Youth City Council.  Some of their recent activities include a trip to the state capitol for a legislative day and a Valentines Day activity they put together for community kids.
  • The council provided consent to the Mayor regarding his appointment to the Planning Commission of resident Gary Boatright.
  • The Council approved a resolution designating the small pocket park at 4400 S and Parker Drive as “Lions Centennial Park”, in honor of the Riverdale Lions Club, and their contributions to our community.
  • The Council tabled an updated site plan amendment for the Cutrubus Kia.  To be considered at a future meeting.

  • Fire Chief Sholly gave a report on the Fire Department’s Heavy Rescue 41 program regarding:  dispatching, mutual aid and perceived value of the program.  This program involves a specific truck and some specialized equipment being located at our station that is dispatched to respond regionally (mulit-county) by our Fire Department.  The program also involves specialized training and a unique sense of pride for our staff.  The net cost of the program to our residents (in both dollars and response minutes) remains unclear; in my opinion.
  • The council approved the Planning Commission re-appointment of Commissioner Lori Fleming for a 4 year term.
  • The council approved a Final Site Plan for a wireless rooftop tower on the roof of the Riverdale Wal-Mart.
  • The council approved (3-2) a resolution, creating amendments to a lease agreement between the city and the owner of the cell phone tower located at our Public Works facility.  *I will note here that I voted against this resolution, mainly for 2 reasons.  The first reason is that I felt some of the language in the amendment was very liberal in favor of the tower company, and their ability to create possible new avenues of revenue at unrestricted levels.  This, in itself, wouldn’t be an issue if not for my second reason for voting no.  That reason is that the city appeared to be failing to consider itself, as the landlord, regarding possible new revenue.  It didn’t appear to even come up at any point in the negotiations.  Our city administrator even went so far as to call the original agreement a bad deal.  So, given the opportunity to amend the deal, and not even raise the question of new revenue, let alone ask for consideration due to it, is not my idea of sound negotiations.  Hence, my no vote.  *I will also note that the city attorney made 2 important points on the resolution.  He did say it was important for the agreement to be amended due to the new owner of the tower, and changing the name on the agreement was their right.  Also some of the amendment clarified the exact locations of the utility easements, and that would be in the interest of the city.  I had no problems with these parts of the amendment, and would have supported the resolution if not for the additional parts noted above.
